I tried to export a tabular report in excel:
It downloads a file with extension as .xls
When I open the file it shows an image of exported data in the spreadsheet and not the actual data in spreadsheet.
Not sure if this is the correct behaviour of the excel export.

This is the correct behavior. You are exporting report snapshot and it takes a snapshot of the report and exports it in the format of JPEG, PDF, Excel etc.
If you would like data export in Excel or CSV then on the right side of the report there is a option of exporting data in excel or csv format. You can also refer to the below image to learn how exactly you could export do the data exports.
