When I change filters on a dashboard, can the filters be cached so that next time I visit the page, it uses the previous settings?

Yes. There is an option to save a report/dashboard with filter values applied.
Open the report / dashboard in “open” mode from file browser (not in “open in new window”). Then on the right side (refer to the image below) it gives a saving option.
When you click on that it will allow you to save a version of report/dashboard with the kind of filter values which you have applied. Hence next time if you open this “saved report/dashboard” file directly from file browser it will open with the specified input parameters already preselected.
