Its a bit difficult to troubleshoot with this shared information.
However one more method which you can follow is manually deploy the WAR file in tomcat and do manual installation. You can get the war file from any other installation installation you might have done on a 64 bit machine. Name of the war file is hi-ee.war and the path will be something like “C:\Program Files\Helical Insight\hi\apache-tomcat-7\webapps”
